Send a citizen’s proposal in an email to Borlänge municipality in February this year 2024 but receive no reply.. After a little over a month, I send the citizen’s proposal once again to the municipality. No response or feedback whatsoever from Borlänge municipality. On May 5, I send the proposal again, Borlänge municipality responds with total silence. It hurts, the silence affects my mental well-being. Then I send my proposal again, on May 23, no answer comes now either. This is difficult to understand given the municipality’s motto, which is:

I meet every person with openness – This means that we are focused on our mission. We are professional and pleasant in our approach.

I am here for those who live in Borlänge – This means that we dare to think new and contribute to change. We want to develop and grow. We are proud of our work.

I like Challenges – This means that we show respect to everyone we meet. We have faith in people and see everyone’s equal value.

Are these watchwords known among staff and politicians in the municipality? Unfortunately, I feel that the words have been put on a shelf. The silent treatment says they don’t know their employer’s watchword. Borlänge is a strange municipality anno 2024, my experience from the years I lived here is that it is still a ”farm place” and don’t come here thinking you have something to share with you, we already know everything! With experience of having lived and having worked in Malmö, Lund, Landskrona, Stockholm, Gävle, Söderhamn and Järvsö, Borlänge municipality stands out as a very difficult place to move to and get in. Generations have worked at the steel mill here.

Answering the citizens through total silence shows that the leadership within the municipality does not work, the appointment of leaders takes place through ”friend behavior”. I myself have leadership training and experience as a principal, regional manager and project manager. That Borlänge municipality has weak leadership is also evident from the Teachers’ Union’s sensible ranking of Sweden’s best school municipalities, 2021, where Borlänge came in 288 out of Sweden’s 290 municipalities. In the annual survey that the organization Svenskt Näringsliv does regarding the business climate shows that Borlänge is the worst in Dalarna County with a summary rating of 3.1 – out of 6. Borlänge also stands out for its low level of entrepreneurship with the 20th lowest percentage of entrepreneurs in Sweden , and the business climate ranks as the 49th worst in Sweden.

The battery company Northvolt is now rebuilding a larger factory in Borlänge and it is expected to be up and running in 2026-2027. It will require people to move to Borlänge. My advice is that they settle in a nearby municipality to get the best school for their children, to feel safe and to live in a municipality where the leaders see, follow and treat their residents according to the values ​​that have been adopted.

Yes, in Borlänge new leadership is urgently needed both among employees and politicians. To not follow one’s watchwords and to meet citizens with total silence shows precisely a very low level of leadership. The municipality needs to develop on many levels in order for the people there to have the best life and for the influence to increase. Number one is now that all employees immediately get to know the guidelines and understand them and how they affect their work and interaction with all residents. Extensive training/development of the leadership within the entire municipality is also required. That the way they have treated me now by not answering me but meeting me with total silence is so low and should I really stay in Borlänge? !

Sänder ett medborgarförslag i ett mail till Borlänge kommun i februari detta år 2024 men får inget svar.. Efter en dryg månad sänder jag medborgarförslaget ännu en gång till kommunen. Inget som helst svar eller återkoppling från Borlänge kommun. Den 5 maj sänder jag förslaget igen, Borlänge kommun svarar med en total tystnad. Det gör ont, tystnaden påverkar mitt psykiska mående. Så sänder jag mitt förslag igen, den 23 maj, något svar kommer inte heller nu.  Detta är svårt att förstå med tanke på kommunens ledord som är: 

Jag möter varje människa med öppenhet – Det innebär att vi har fokus på vårt uppdrag. Vi är professionella och trevliga i vårt bemötande.

Jag finns här för Borlängebon – Det innebär att vi vågar tänka nytt och bidrar till förändring. Vi vill utvecklas och växa. Vi är stolta över vårt arbete.

Jag gillar utmaningar – Det innebär att vi visar respekt för alla vi möter. Vi har tilltro till människor och ser allas lika värde.

Är dessa ledord kända bland personal och politiker i kommunen? Tyvärr upplever jag att orden är lagda på en hylla. Det tysta bemötandet säger att de inte känner till sin arbetsgivares ledord. Borlänge är en märklig kommun anno 2024, min upplevelse av de år jag bott här är att det fortfarande är ”bruksort” och kom inte hit och tro att du har något att dela med dig  vi kan allt redan! Med erfarenhet av att ha bott och arbetat i Malmö, Lund, Landskrona, Stockholm, Gävle, Söderhamn och Järvsö så sticker Borlänge kommun ut som en mycket svår ort att flytta till och komma in. Här har generationer arbetat på stålverket. 

Att besvara medborgarna genom en total tystnad visar att ledarskapet inom kommunen inte fungerar, tillsättandet av ledare sker genom ett ”kompisbeteende”. Jag har själv ledarskapsutbildning och erfarenhet som rektor, regionchef och projektledare. Att  Borlänge kommun har ett svagt ledarskap framgår även av Lärarförbundets sensate rankning av Sveriges bästa skolkommuner, 2021, där Borlänge kom på plats 288 av Sveriges 290 kommuner. I den årliga enkäten som organisationen Svenskt Näringsliv gör angående företagsklimatet visar att i Borlänge är sämst i Dalarnas län med ett sammanfattande omdöme på 3,1 – av 6.  Borlänge utmärker sig även med en låg företagsamhet med den 20:e lägsta andelen företagare i Sverige, och företagsklimatet rankas som det 49:e sämsta i Sverige.

När det gäller företagsklimatet i Borlänge så har man det sämsta i Dalarnas län, detta visar en årlig enkät som organisationen Svenskt Näringsliv gjort. Borlänges företagsklimat får i underökningen ett sammanfattande omdöme på 3,1 – av 6, och företagsklimatet i Borlänge rankas som det 49:e sämsta i Sverige. Batteriföretaget Northvolt bygger nu om en större fabrik i Borlänge och den beräknas att vara igång 2026-2027. Det kommer att krävas att folk flyttar till Borlänge. Mitt råd är att de bosätter sig i en närliggande kommun för att få den bästa skolan för sina barn, känna en trygghet och att leva i en kommun där ledarna ser, följer och behandlar sina innevånare enligt den värdegrund som antagits. 

Ja, i Borlänge behövs omgående ett nytt ledarskap både bland medarbetare och politiker. Att inte följa sina ledord och bemöta medborgare med en total tystnad visar på just ett mycket lågt ledarskap. Kommunen behöver utvecklas på många plan för att människorna där skall få det bästa livet och att inflytandet ökar. Nummer ett är nu att alla medarbetare omgående får ta del av ledorden och förstå dem och hur de påverkar deras arbete  och samverkan med alla innevånare. Det krävs även en omfattande utbildning/utveckling av ledarskapet inom hela kommunen. Att som de nu behandlat mig genom att inte besvara mig utan bemöta mig med en total tystnad är så lågt och skall jag verkligen bo kvar i Borlänge? !

Invia la proposta di un cittadino via e-mail al comune di Borlänge nel febbraio di quest’anno 2024 ma non ricevo risposta. Dopo poco più di un mese invio nuovamente la proposta del cittadino al comune. Nessuna risposta o feedback di sorta dal comune di Borlänge. Il 5 maggio invio nuovamente la proposta, il comune di Borlänge risponde nel silenzio più totale. Fa male, il silenzio influisce sul mio benessere mentale. Poi invio nuovamente la mia proposta, il 23 maggio, e neanche adesso arriva alcuna risposta. Questo è difficile da comprendere visto il motto del comune, che è:

Incontro ogni persona con apertura: ciò significa che siamo concentrati sulla nostra missione. Siamo professionali e piacevoli nel nostro approccio.

Sono qui per coloro che vivono a Borlänge – Ciò significa che osiamo pensare in modo nuovo e contribuire al cambiamento. Vogliamo svilupparci e crescere. 

Siamo orgogliosi del nostro lavoro.

– Mi piacciono le sfide – Ciò significa che mostriamo rispetto a tutti quelli che incontriamo. Abbiamo fiducia nelle persone e vediamo lo stesso valore di tutti.

Queste parole d’ordine sono conosciute tra il personale e i politici del Comune? Sfortunatamente, sento che le parole sono state messe sullo scaffale. Il trattamento del silenzio dice che non conoscono la parola d’ordine del loro datore di lavoro. Borlänge è uno strano comune anno 2024, la mia esperienza degli anni in cui ho vissuto qui è che è ancora una ”fattoria” e non venire qui pensando di avere qualcosa da condividere con te, sappiamo già tutto! Avendo vissuto e lavorato a Malmö, Lund, Landskrona, Stoccolma, Gävle, Söderhamn e Järvsö, il comune di Borlänge si distingue come un luogo molto difficile in cui trasferirsi ed entrare. Qui generazioni hanno lavorato nell’acciaieria.

Rispondere ai cittadini attraverso il silenzio totale dimostra che la leadership all’interno del comune non funziona, la nomina dei dirigenti avviene per ”comportamento amico”. Io stesso ho una formazione alla leadership ed esperienza come preside, manager regionale e project manager. Che il comune di Borlänge abbia una leadership debole è evidente anche dalla classifica sensata dei migliori comuni scolastici svedesi stilata dall’Unione degli insegnanti, 2021, dove Borlänge si colloca in 288 dei 290 comuni svedesi. Nel sondaggio annuale condotto dall’organizzazione Svenskt Näringsliv sul clima imprenditoriale risulta che Borlänge è il peggiore nella contea di Dalarna con una valutazione complessiva di 3,1 su 6. Borlänge si distingue anche per il suo basso livello di imprenditorialità con la ventesima percentuale più bassa di imprenditori in Svezia, e il clima imprenditoriale si colloca al 49esimo posto tra i peggiori in Svezia.

L’azienda produttrice di batterie Northvolt sta ora ricostruendo una fabbrica più grande a Borlänge e si prevede che sarà operativa nel 2026-2027. Richiederà alle persone di trasferirsi a Borlänge. Il mio consiglio è che si stabiliscano in un comune vicino per avere la scuola migliore per i loro figli, per sentirsi sicuri e vivere in un comune dove i leader vedono, seguono e trattano i propri residenti secondo i valori che sono stati adottati.

Sì, a Borlänge è urgentemente necessaria una nuova leadership sia tra i dipendenti che tra i politici. Non seguire le proprie parole d’ordine e incontrare i cittadini nel silenzio più totale dimostra proprio un livello di leadership molto basso. Il comune ha bisogno di svilupparsi su molti livelli affinché le persone che vivono lì possano avere una vita migliore e aumentare la propria influenza. Il numero uno è ora che tutti i dipendenti conoscano immediatamente le linee guida, le comprendano e il modo in cui influenzano il loro lavoro e l’interazione con tutti i residenti. È inoltre necessaria un’ampia formazione/sviluppo della leadership all’interno dell’intero comune. Che il modo in cui mi hanno trattato adesso non rispondendomi ma venendomi incontro in totale silenzio è così basso e dovrei davvero restare a Borlänge? !
